17470. 2004 OLYMPICS: A HOSTAGE CASE SCENARIO. This paper applies a comprehensive emergency management model to a hypothetical terrorist crises scenario involving hostage-taking at the Athens’ Olympics. Following a brief description of the case scenario, the analysis considers how local and state officials should respond within the context of the four phases of emergency management (mitigation, preparedness, response, recovery) as well as the issues of communications and future emergency management. The analysis concludes with a list of recommendations to officials regarding the effective management of such a crisis.
