This paper provides an overview and analysis of India’s Department of Telecommunication’s (DOT) 2004 broadband policy describing a plan to increase broadband access in the county. The paper examines the implied assumption in India’s broadband policy statement that increasing technology access will inevitably lead to gains in economic and social development. The paper discusses the significance of the topic, reviews the relevant literature, presents a theoretical framework for analyzing the policy followed by a step-by-step analysis of the policy itself. The paper concludes with an overall assessment of the policy’s treatment of development issues. It is argued that India’s broadband policy fails to include consideration of various issues, including social capability, financial capability and politics, that are important to development issues.
